Functional black powder reproductions of Civil War era revolvers and rifles are available through the mail without registration in most states. Caps, balls and powder are also readily available. It may be safe to say that these weapons killed more Americans than the modern cartridge guns.
Amazon has at least one book devoted to making black powder from scratch. They also have a book demonstrating how to build guns from hardware store plumbing.

Stock up on primers, the only component that is not possible to manufacture at home. Brass, can be used again and again. The more nominal the load, (as opposed to high pressure loadings) the longer the brass life. As for lead, there is an endless supply of lead, wheel weights, old lead acid batteries etc. Yea it's a pain in the ass to recover, but in a pinch??? I think that Comrade Zero has forgotten how innovative the American People are when pressed, or in this case oppressed.

Peccable has a good point - primers and percussion caps are tricky to fabricate, though I'll bet not impossible as they became common nearly 200 years ago. Flintlocks are usable without fancy chemistry, as are bow and arrow.

Actually, primers can be re-manufactured at home. Contact explosives (e.g. fulminates, styphnates, etc.) can be made fairly easily in your garage. They are just dangerous as hell in any significant quantity.
