Brand loyalty.

If you fought Rome, you fought ROME.

It didn't matter if you rolled a drunk Citizen and he hit his head.

It didn't matter if you had a problem with the local prelate that caused you to raise your hand to him, or his proxies.

If you attacked the person of an Roman citizen, or official in the performance of his duties, you attacked Rome.

That was the playbook until around the time of Christ. Fascinating folks, the Romans.

They drifted away pretty quick once they started free riding.
