It is easier to take on imaginary dragons than to actually fight the real evils before you and administer to the real problems of a large city. He must be frustrated that crime, garbage collection, and pothole filling continue to plague him. How much easier, how much more soothing to the ego, to declare an enemy (big fountain soda pops) and exile them from his fair domain.

It tells much of the man, and also tells what the city truly needs in his office (an organizer and logistics guy).
