Yes, it's pathetic, but as the War on Drugs has been built up into a crucial moral crusade, it's heavily against the odds that the government will ever "declare victory and withdraw." Until the narcotraficantes actually purchase Washington, D.C., anyway.

Based on the strategy of monopoly:

1-Never give anything away for nothing;
2-Never give more than you have to give; (always catch the buyer hungry and always make him wait)
3-Always take everything back if you possibly can;
