I agree about the FDR quote, BobK. Though I can see some truth to the latter part, about unemployment and hunger feeding desperation and empowering dictators, there's a baffling lack of self-awareness on display there. FDR's belief in the responsibility of government to provide security is also enshrined in the "Freedom from Want" of his "Four Freedoms" speech -- there too without the least acknowledgement of the fundamental incompatibilities of "security" and liberty. The best counter to that philosophy is Gerald Ford's quote that “A government big enough to give you everything you want is a government big enough to take from you everything you have.”
