However a polity is organized, the connected types always figure out how to game the system sooner or later.
Of course, it doesn't help when the Fundamental Law is nearly worthless as a working document.

The 28th amendment to the constitution should detail the parameters of penalty for "attempted" infractions of that document.
Currently, a politician can (and will continue to do so) violate the constitution and there are no penalties for doing so.
The first person to mention impeachment gets punched right in the face by chas.
