Can't decide which latin american enclave this sounds like. I guess either Cuba (where I've never been) or Uruguay (where I've been a lot) and historically suffered from incredibly stupid government largesse.

Another marker that indicates the Middle Class is being destroyed is their continuing belief that things can be fixed at the ballot box.
