Given the great level of incompetence in the man combined with his stunningly complete lack of experience, its possible he really meant that when he said it.
But after taking office and finding out he couldn't just do what he wanted and people would not just fall all over themselves to agree with his self-assessed genius and glorious enlightenment, he decided he had to cut corners.
I don't think he set out to be a tyrant that betrayed everything he claimed to stand for, I believe he thinks that he has been forced into it by crazed right wing zealots and extremists who just will not see how wonderful everything would be if they would just submit.

@Chris — Kind and compassionate words. your POV assumes he is in control of his actions. I say he is the willing and able puppet for nefarious factions that wish this country to fail by hook or by crook.

Yeah, hindsight is 20/20 but at some point you have to recognize that doing the same stupid thing every 4 years is insanity.
Seems there are certain people that just can't control themselves, they just HAVE to try to hire criminals to do their bidding.
If you hire a person to do that which they have a record of doing, stealing on a grand scale, then you forfeit your natural right to consume air.
Who are these criminal accessories before the fact?
You can see them everywhere proudly displaying their red-white-and-blue lapel stickers every other even year on the first Tues after the first Thur in November.
If all the sticker wearers were "disappeared" each election year, by the year 2032 this country would start to act like it was freedom based as it was originally designed to be.
