What makes it sweet, didja catch the irony? DC had to use all it's schmooze to put together a package that followed The Algebra of Need:

1- Never give away anything for nothing;

2- Always take back whatever you can;

3- Always keep the buyer hungry, always make him wait;

And all sides were "seen" to get something of value, the public view. Allowed them no way to refuse. Backstage they gathered the entrails in buckets. Image comes to mind: Godfather, ""Either your signature on the contract or your brains" I think the PTB, which was a sub tabla cooperation of both sides, they didn't have to get to the horse's head stage.
Too much coffee and chemo lets me go there, the dark side. I'm good with that; I have learned not to stay there long. It's, um, chilly.
