If you are taking photographs, avoid back lighting if at all possible. If you are doing web development, check the graphics in several different browsers on several machines.
BTW the thing looks blue and gold to me in that picture. YMMV.

I changed the background to black and the dress still looks white/very light blue & gold to me.

it looks white/gold until I tilt the screen on my laptop, then its black/blue. No problem.
