Riot control uses loud noises, bright lights, water cannon.
Anyone with an EMP generator can neutralize a lot of that.

I heard that the loudest rock concert ever was by Led Zeppelin in 1969 and they had 600 Phase Linear 1000 watt power amps in series and it was so loud 33 people were rendered unconscious.
