No, it's as if the Soviet Union was always Russia surrounded by nations which were just human shields, that the Soviet Brand got too expensive so Russia downsized like a lot of huge global international corporations did in the '90s, cut the dependent money losing subsidiaries, and got leaner and meaner.
Why lookie there, ...Russia is just continuing to do what the Soviet Union did in it's relations with the West as though the Cold War never ended.
