The United Nations needs to be revamped if its going to start working properly again. It needs to be a 2 tier system: Those who have vote, and those who do not have a vote:

UN members who have free elections with an income tax less than 30% (on average) can vote.

All the rest are relegated to the peanut gallery as observers (No more Oligarchs, Totalitarians and Dictators having a vote).
