She always under estimates.
Here's what she really meant:
"The culture has degraded such that seeking and/or holding office, especially national-level office, is, in and of itself, proof that a given person is psychologically and morally unfit to continue to waste air."
Put another way, if a person cannot control their behavior in such a way as to not force their views on others, through politics or otherwise, then that person has no moral standing to occupy this earth now or ever.
If you can't get along, get out.
That is not a request.
