In other words, the more different the people, the more stronger the state - it has to be, otherwise chaos.

But the state brings it's own version of chaos, for different people react differently to the states iron fist.

Essentially, badness automatically occurs when diversity is prevalent.

Summation:
Diversity = division + chaos
Similarity = continuity + order

This isn't rocket surgery and is the way all of history has performed.
