Ghost, I wonder if it would have that effect. The union probably files a protest against the airlines for having too many passengers, creating the lines and allowing the backup.
This of course makes the checkpoint a target rich environment.

Costa Rica inspected every bag. In front of the owner. It was then checked in, and passengers went thru their screening. No muss, no fuss.
