I have often wondered that Chicago's problems could be solved by outlawing gangs and then sending in a division of the Army or National Guard to sweep the neighborhood of weapons, drugs, and criminals.

Fine. Outlaw the gangs. The State would have to petition, and then the Feds would have to declare, Chicago to be in a state of rebellion. Suspend habeaus corpus and send in the troops.
Then what? Soldiers on every corner. Soon the sniping starts, and then the retaliations. Then the insurgency. What else are they gonna do? No jobs, no opportunities, no way out. What's left to do but fight.
What then? Wall off Chicago? Pull out and let it collapse into ruin, or until it is seized by an apocalyptic movement seeking to gain an autonomous beachhead? Is Snake Plisken our future? Or are Detroit and Chicago to be a modern-day Seville and Cordoba?
If there were any willpower for the defense of our civilization left in us, Illinois would be stripped of its statehood. The Federals are charged with guaranteeing to each State a republican form of government, and to defend each state from rebellion or invasion. Illinois is a failed State. Embarrass the hell out of it, reduce it to a Territory, with a Federal-appointed Governor, a limited-powers unicameral legislature, and Federal Marshals to keep the peace. Appoint latter-day Judge Parkers. Severely curtail the Illini power to tax and spend. Scrupulously observe the Constitution. No establishment of religion. Let every freeman look to the defense of their family and community.
Naah. Couldn't work. Wall it off and let it burn, as a warning to the others. Maybe al-Canadistan will annex it. Let the dhimmi Torys have it.

I agree with you Fleming; wall it off with high voltage razor wire, turn off the water and electricity, close every store, every gas station and shop and stop supporting its denizens with federal aid....money, food stamps, health care, etc.
Shut the sob down just as if it is a radioactive wasteland, turn up the blaring, violent rap they all love so much to drown their protests and screams and let them do what they love to do so much in the privacy of their own kingdom.

The Chicago schools simply need more funding. That would probably fix it.
