I don't believe that's true at all. Even if it was lower water pressure would not cause your water to stink or clog your pipes. There are flow restrictors in your shower head and faucet but they come out pretty easily. It's true that dishwashers and washing machines don't work as well but a little trisodium phosphate in them makes them work fine.
