The problem of moving a couple of million people over such small traffic arteries is tremendously difficult. The only practical answers lie in massive development (pave the east and harlem rivers over) or new technology (create an air traffic control system that could handle widespread deployment of something like the moller skycar). Anything else is unadulterated wishful thinking (as opposed to my wild eyed speculation).
