I think the "Tax all foriegners living abroad" idea was pretty nifty.

Would this be a progressive tax? You know, the more you have, the more you pay?

A tax on all foreigners living abroad. That's what I thought of immediately when they suggested closing the "loophole" of income earned overseas. Income already taxed by the country in which the income was earned. It is certainly possible, even likely, that adding the local taxes and the US taxes could in the future result in a taxation rate of more than 100%
